Santa-Clara-a-Nova: the parish restored in 2025 with the wrong name in the law
The parish of Santa Clara-a-Nova, in the municipality of Almodôvar, Portugal, was abolished in 2013 and restored by Lei n.º 25-A/2025 of 13 March 2025, but the annex of that law spells the name with an extra hyphen: "Santa-Clara-a-Nova". The error was born in Parliament, the 60-day window to rectify it closed on 12 May 2025 and only a new law can now fix it, while every register that runs the parish, from the statistics institute to the tax office and the national election commission, uses the correct name, "Santa Clara-a-Nova", code 020213.
In short
- On 28 January 2013, Lei n.º 11-A/2013 abolished the parish of Santa Clara-a-Nova and merged it with Gomes Aires into the "União das Freguesias de Santa Clara-a-Nova e Gomes Aires", seated in Santa Clara-a-Nova.
- On 13 March 2025, Lei n.º 25-A/2025 restored the parish, but its annex reads "Santa-Clara-a-Nova", with a hyphen after Santa, both in the name of the union being abolished and in the name of the restored parish.
- The hyphen was already in the first text of bill Projeto de Lei n.º 416/XVI, published on 8 January 2025, and survived four drafting stages, including a name check that corrected the row directly above.
- On 12 May 2025, the last of the 60 days allowed to rectify the law, Parliament published a rectification that fixed "Paços de Gaiola" and left Santa Clara-a-Nova out. Since then, only a new law can change the name.
- On 12 October 2025, in the restored parish’s first election, the PS won the parish assembly by four votes: 156 against 152 for the PSD.
- On 28 October 2026, the consolidated text of the law in the Diário da República still reads "Santa-Clara-a-Nova". The statistics institute (INE), the tax office, the Direção-Geral do Território and the election commission all write "Santa Clara-a-Nova", code 020213.
Timeline
From 1881 to 2026, document by document
Abolished in 2013, restored in 2025
Two laws, one parish and a precedent from 1881
Lei n.º 11-A/2013 of 28 January
The 2013 administrative reform merged Santa Clara-a-Nova and Gomes Aires into the "União das Freguesias de Santa Clara-a-Nova e Gomes Aires", seated in Santa Clara-a-Nova. The law states that creating a parish by merger "determina a cessação jurídica" (ends the legal existence) of the merged authorities. Throughout the text, the name is spelled correctly.
The merger was not imposed against the municipality’s will: on 27 September 2012, the Almodôvar Assembleia Municipal itself proposed that Gomes Aires be merged into Santa Clara-a-Nova, promising that both would keep their "individualidade e identidade histórica, cultural e social". Ten years later, on 21 November and 6 December 2022, the Câmara and the Assembleia Municipal unanimously asked to undo it.
Lei n.º 25-A/2025 of 13 March
Article 3 reads: "São repostas as freguesias identificadas na coluna C do anexo" (the parishes in column C of the annex are restored). The restoration takes effect when the bodies elected on 12 October 2025 are installed, and the union only ends at "the conclusion of the last installation" of the bodies of its successor parishes (article 14).
The Almodôvar row of the annex reads "União de Freguesias de Santa-Clara-a-Nova e Gomes Aires" in column B and "Freguesia de Santa-Clara-a-Nova" in column C. In the 28 pages of the law, "Santa Clara" without the hyphen appears zero times. It is the only row in the annex with a hyphen attached to Santa, Santo, São, Vila or Senhora; the neighbouring row, "União de Freguesias de Almodôvar e Graça dos Padrões", is spelled normally.
What the parish itself says
The parish council’s history page says the parish "foi extinta em 2013 [...] tendo sido agregada à freguesia de Gomes Aires [...] Mas em 2025, as freguesias agregadas foram repostas [...] pela lei n.º 25-A/2025". Its patron is Saint Clare of Assisi. The population peaked at 2,148 in 1950 and was 600 in 2011; the union had 785 residents in 2021, 330 of them aged 65 or over. The restored parish covers 108.33 km² on the Official Administrative Map of Portugal.
The 1881 precedent
This is not the first time the parish has been split from another. On 23 June 1881, the Crown’s law office gave an opinion "sobre a dissolução da Junta de Parochia das Freguesias de Santa Clara a Nova e de São Barnabe, por terem sido desanexadas": each now had enough eligible electors to choose its own board. In 1758, Santa Clara-a-Nova was already answering the Parish Memoirs survey as a parish of its own. The parish has thus been separated from a neighbour twice: in 1881 and in 2025.

The extra hyphen: where it was born
In Parliament, in the first text of the bill
The hyphen is in the first published text of bill Projeto de Lei n.º 416/XVI/1.ª, tabled by PSD, PS, BE, PCP, Livre and PAN on 8 January 2025 (Annex I, p. 11). The restored-parish cell, "Freguesia de Santa-Clara-a-Nova", sits on a single line: it is not a line-break artefact. The union cell reads "União de Freguesias de Santa-Clara- a- Nova e Gomes Aires", with "de" instead of the 2013 law’s "das" and a stray space.
The error survived the substituted text of 15 January, the final wording of 29 January and the draft decree prepared by Parliament’s plenary support division (DAPLEN). Its note Informação n.º 7/DAPLEN/2025 of 22 January explains that corrected parish names are "assinaladas a amarelo" (highlighted in yellow). On page 9 of the draft decree, the "s" added to "Rio de Moinhos" (Aljustrel), the row immediately before Almodôvar, is highlighted; on page 10, "Vila" in Barcelos is highlighted. The Santa Clara row, on that same page 10, was not touched.
So the error was not introduced when the Diário da República was printed: it is in the text Parliament approved and sent for promulgation, and goes back to the first version of the bill. The hyphenated form had some local currency: the Almodôvar Câmara wrote "Plano Pormenor da Entrada Norte de Santa-Clara-a-Nova" in two notices of 2001.

Why it can no longer be rectified
Sixty days, and the last one was used for another parish
A spelling error in a Portuguese law is fixed by a rectification declaration, but only within a time limit. Lei n.º 74/98, article 5, allows rectifications for "lapsos gramaticais, ortográficos, de cálculo ou de natureza análoga" (no. 1), requires them to be published within 60 days of the text (no. 2) and declares a late rectification null (no. 3). An extra hyphen in a proper name is a spelling slip: it was within scope.
Lei n.º 25-A/2025 was published on 13 March 2025. The day of the event is not counted (Civil Code, article 279(b)), so day 1 is 14 March. On day 60 exactly, 12 May 2025, Parliament published Declaração de Retificação n.º 23-A/2025/1, which corrected "Paços de Gaiola" to "Paços de Gaiolo" (Marco de Canaveses) and removed a stray line in Santa Marta de Penaguião. The same kind of error, in the same annex, on the last valid day. Santa Clara-a-Nova was left out. Any rectification published from 13 May 2025 onwards would be null.
On 20 May 2025, Declaração de Retificação n.º 26/2025/1 followed, correcting only the previous one in the Marco de Canaveses row. The only amendment to the law, Lei n.º 66/2025 of 7 November, adds two articles on funds and accounts and does not touch the annex.
Counting the 60 days
- Law published

- Day 60
- 12 May 2025: Rectification 23-A/2025/1 published, without Almodôvar
- From
- 13 May 2025: any rectification is null
What is still possible: a one-article law
The name can now only be corrected by a new law of the Assembleia da República, either a single-article law or an amendment to the annex of Lei n.º 25-A/2025. There are precedents of laws made just for that: Lei n.º 56/2014 («Sande e São Lourenço» renamed «Sande e São Lourenço do Douro») and Lei n.º 87/2015 («Buarcos» renamed «Buarcos e São Julião»). Lei n.º 39/2021 has no provision on renaming an existing parish.
Who can ask? For a rectification, under Parliament’s Rules of Procedure (article 115(2)), "qualquer Deputado ou grupo parlamentar" (any member or parliamentary group); the parish council and the municipality cannot start it and would need a member of Parliament. For a new law, the initiative lies with members, parliamentary groups or the Government. Up to 28 October 2026 we found no such initiative, and no public complaint from the parish council, the municipality, the national parish association (ANAFRE), any member of Parliament or the press.

Still in the law
The consolidated text on 28 October 2026
On 28 October 2026, both the record of the law as published and the consolidated text on the Diário da República Eletrónico still read "Santa-Clara-a-Nova". The consolidated text’s change log lists exactly three acts: the two rectifications and Lei n.º 66/2025.
The DRE warns that the consolidated version "não tem valor legal" (has no legal value): the text that counts is the 13 March 2025 supplement, which carries the same error. In practice, the parish is identified by code 020213 and by its boundary on the official administrative map; the hyphen does not change its legal identity, but it stays in the official text of the law until another law changes it.

Where it spread, where it was ignored
Four non-binding copies; every register with the right name
The hyphen spread to four informative documents, none of them binding, including the 2026 State Budget bill, where the parish’s own funding line is misspelled. Every act and register that actually runs the parish ignored it.
Where the error was copied
Where it was ignored
A full-text search of the Diário da República for "Santa-Clara-a-Nova" returns six hits: the law (and its consolidated version) and five local documents from 2001 to 2012. Nothing published after March 2025 uses that spelling. [60][61]

Who got what
The union’s partition and the 2026 money
The partition is set out in Aviso n.º 18125/2025/2, published in the Diário da República on 21 July 2025. The maps were approved by the union’s extinction committee on 11 April 2025, ratified by the parish assembly on 15 May and signed by the union’s last president, Dário Martins Guerreiro, on 14 July. Under Lei n.º 25-A/2025 (article 8(3)), these maps are "título bastante para todos os efeitos legais, incluindo os efeitos matriciais e registais" (sufficient title for all legal purposes, including tax and land registers). And they spell the name correctly: "Freguesia de Santa Clara-a-Nova".
The law’s five partition criteria (article 7) are "orientadores" (guidelines) with no ranking. Gomes Aires installed its bodies on 24 October 2025 at 16:00; the Santa Clara-a-Nova parish council met for the first time on 27 October at 21:00, chaired by Orlando Manuel Figueira Rodrigues (PS). On 24 April 2026, Gomes Aires reported talks on the "redefinição territorial entre as duas freguesias" (boundary redefinition between the two parishes), with "some resistance from the other party", the process left open.
What the maps say
- To Santa Clara-a-Nova: 103 movable items, about EUR 178 thousand at cost, after removing five duplicated lines. The Santa Clara-a-Nova synthetic football pitch alone is EUR 132,713.76 (29 December 2023). The rest is office and IT equipment, tools, tents, tables and benches.
- To Gomes Aires: 54 items, about EUR 48 thousand, including the Gomes Aires parish council building, the "Casa da Rua do Poço Novo", a Renault Kangoo and a street vacuum of about EUR 19 thousand.
- Staff: one permanent technical assistant and one IEFP job placement for each parish.
- Missing from the maps: the Santa Clara-a-Nova parish council building, the cemetery, cash and bank balances, debts, and four vehicles (two Mitsubishis, a Ford Transit and a mini-loader) whose insurance passes to Santa Clara-a-Nova but which are not listed as its assets. The maps carry no tax-matrix or land-registry numbers.
The money: Parish Financing Fund (FFF)
Together the two parishes receive 2.6 % more in 2026 than the union did in 2025. The Government’s bill prints the parish’s line with the hyphen; the DGAL payment map of 9 January 2026 prints it correctly, with the same amounts. The text of Lei n.º 73-A/2025 published in the Diário da República does not include the per-parish Mapa 13, so it cannot be said that the hyphen entered a second law. [37][35][36][13]
The election won by four votes
12 October 2025, Santa Clara-a-Nova parish assembly
In the restored parish’s first election, on 12 October 2025, the PS won the Santa Clara-a-Nova parish assembly with 156 votes against 152 for the PPD/PSD: a four-vote margin. The heads of list were Orlando Manuel Figueira Rodrigues (PS), Isabel Maria Ferro Rodrigues (PPD/PSD) and Arlindo Manuel Horta (CDU). There was a single polling station, at the village primary school, from 8:00 to 19:00. The result was proclaimed by the Almodôvar general count assembly on 14 October 2025; we found no recount, protest or challenge.
The same 318 voters voted differently for the municipal council: PSD 170, PS 125. The PS won the parish while losing the parish’s municipal vote by 45, in the same ballot box.
The 77.18 % turnout is not an anomaly: it is normal for Almodôvar’s rural parishes.

What changes for a person
Citizen card, birth record, electoral roll
- Citizen card
- No need to change it. Birthplace is not one of the card’s visible fields (Lei n.º 7/2007, article 7) and, since Lei n.º 61/2021, the address is no longer on the chip. Neither the 2013 nor the 2025 reform requires a new card. [14]
- Birth record
- The record keeps the parish name in force when it was drawn up. Lei n.º 11-A/2013 kept earlier records valid (article 6(4)) and promised a rule letting people born before 2013 keep the old name (6(5)); we found no such rule. Lei n.º 25-A/2025 says nothing about the civil registry. [1][15][2]
- Electoral roll
- For voters only "a designação da freguesia em que se encontra inscrito" (the name of their parish) changed; in the election commission’s words, these are "different names for one and the same reality". Voters are placed by the address on their card, so the restored boundaries sorted them again with nothing to do. There were 412 on election day and 416 on 31 December 2025. [26][29][21]
- Church
- The Catholic parish was never merged: the Diocese of Beja still lists Santa Clara-a-Nova and Gomes Aires as separate parishes. [62]
What changes for a house or a field
Register by register
An owner’s tax record (caderneta predial) now says 020213 "Santa Clara-a-Nova". The land-registry description may say the pre-2013 parish or the union, depending on a land-registry (IRN) decision we could not find. And several documents published after the restoration still name the abolished union.
Whether the tax office renumbered the property articles in the 2025 migration is an open question.

What the public documents do not yet answer, in order of importance. If you know the answer, please write to us. contact us
- The tax identification number (NIPC) of the restored parish council and the name under which it was registered with the national register of legal persons. Other restored parishes received new numbers; the abolished union’s was 510839479. It is the last place where a binding "Santa-Clara-a-Nova" could exist.
- Where the hyphen first appeared: in the parliamentary working group’s file of December 2024 or only in the drafting of the bill of 8 January 2025.
- Mapa 13 of Lei n.º 73-A/2025 as enacted, if the Diário da República ever publishes it separately.
- The exact time of installation of the Santa Clara-a-Nova parish assembly, which fixes the moment the union ceased to exist.
- The IRN decision that adjusted (or not) the land-registry descriptions after 2013, and any guidance for 2025. And whether the tax office gave the property articles new numbers.
- The union’s final accounts: the split of the cash, the council building, the cemetery and the vehicles missing from the maps.
- The boundary redefinition with Gomes Aires reported in April 2026: which boundary is at stake and whether the official map or INE will reflect it.
- The 2021 and 2022 minutes of the parish and municipal assemblies, and the minutes (not just the notice) of the general count assembly.
- Whether any member of Parliament asked for a rectification and was too late or refused.
- Whether there is, in 2026, any parliamentary initiative to correct the names of parishes restored in 2025.
Frequently asked questions
Is it Santa-Clara-a-Nova or Santa Clara-a-Nova?
Santa Clara-a-Nova, with no hyphen after Santa. That is how the parish council, the statistics institute INE (code 020213), the tax office, the Direção-Geral do Território, the national election commission and the 2013 law write it. "Santa-Clara-a-Nova" is an error in the annex of Lei n.º 25-A/2025 of 13 March 2025, copied by four informative documents.
Does the parish of Santa Clara-a-Nova exist?
Yes. The parish of Santa Clara-a-Nova, in the municipality of Almodôvar, Beja district, Portugal, exists again since the installation of the bodies elected on 12 October 2025. It covers 108.33 km², has INE code 020213 and its own parish council, chaired by Orlando Manuel Figueira Rodrigues (PS). From 2013 to 2025 it was merged with Gomes Aires.
When was the parish of Santa Clara-a-Nova restored?
By Lei n.º 25-A/2025 of 13 March 2025, taking effect when the bodies elected in the local elections of 12 October 2025 were installed. The parish council met for the first time on 27 October 2025. The parish had been abolished by Lei n.º 11-A/2013 of 28 January.
Why does the law have the wrong name?
The extra hyphen was already in the first text of bill Projeto de Lei n.º 416/XVI, published on 8 January 2025, and went through four drafting stages in Parliament uncorrected, including the name check that corrected "Rio de Moinhos", the row directly above. It was not a printing error in the Diário da República.
Can the name still be corrected?
Not by rectification: Lei n.º 74/98 allows 60 days to rectify a law, and that window closed on 12 May 2025, the same day Parliament corrected "Paços de Gaiola" in the same annex. Only a new law of the Assembleia da República can now correct the name, as was done with Laws 56/2014 and 87/2015.
Who won the 2025 election in Santa Clara-a-Nova?
The PS, with 156 votes against 152 for the PPD/PSD, on 12 October 2025: a four-vote margin. The CDU had 4 votes, there were 2 blank and 4 null ballots, and 318 of 412 registered voters took part (77.18 %). The PS took 4 seats and the PSD 3; the parish council is chaired by Orlando Manuel Figueira Rodrigues.
What is the code of the parish of Santa Clara-a-Nova?
The INE (DICOFRE) code of the restored parish is 020213, assigned by the Statistics Council on 21 May 2025. The old parish, until 2013, was 020204, and the União das Freguesias de Santa Clara-a-Nova e Gomes Aires was 020210. Gomes Aires is 020212.
What happened to the union’s assets?
They were divided by Aviso n.º 18125/2025/2 of 21 July 2025. Santa Clara-a-Nova received 103 movable items, including the synthetic pitch (EUR 132,713.76), and Gomes Aires 54, including its council building. The Santa Clara-a-Nova council building, the cemetery, the cash and four vehicles do not appear in the maps.
Did anything change on the citizen card or the birth record?
No. The Portuguese citizen card does not show birthplace and since 2021 does not store the address on the chip, so it does not need renewing. The birth record keeps the parish name in force when it was made, and Lei n.º 25-A/2025 says nothing about the civil registry.
